New Zealand has pandemic under control

This is how you do it. NZ took early action by closing he borders, going into strict lock-down and doing large-scale testing. Their new cases are now in the single digits with 19 dead overall. Now there "is no wide-spread, undetected community transmission." They are also "going full force with contact tracing." Consequently they are downgrading to alert level 3 which allows businesses that don't required face-to-face contact to open. The will still keep other businesses and schools shut down, still prevent mass gatherings, keep their border closed and still encourage people to stay home.
