Mueller's solution to reversing Fed/State sovereignty

Gamble v. US is coming up in the Supreme Corp docket. The fear is that the Corp's Repugs will eliminate Fed/State sovereignty, which would allow Fed crimes pardoned by Dump to be also tried in State courts. With that gone the pardons would stick and take away Mueller's leverage to charge Dumpsters again in State courts. However this article notes that Mueller is planning for this contingency and not federally charging them with certain crimes so that they can indeed then be charged in State courts. Mueller has Dump and his Dumpsters by their criminal short hairs.
