He means progressive in the sense that we must always grow as a never ending quest, that growth in itself is good. I see this tendency also expressed in developmental complexity theory, that complexity in itself is evolution. We've come to learn that those are not equivalents, that sometimes syntegrity is required, and that entails hier(an)archical synplexity instead.
