It's a rhetorical question because of course he did. The NYT reported that after a US Attorney for the Southern District of NY recused himself from the Cohen investigation that Dump pressured Acting AG Whittaker to get him to recant his recusal and take the lead on the case. Just one more count of obstruction of justice added to the many others.
