He is required by law to maintain all Presidential communications per the Presidential Records Act. Does he? Of course not. He rips to shred documents that upset him and deletes Tweets in clear violation of the law. He really does think he is beyond the law and Repugnantans do not enforce the laws he is violating so colluding with lawlessness.
