In this clip (around 2:00) he blames the Dump campaign for deliberately inciting this racist base to come out of the shadows and feel empowered. And he feels the PresiDunce has the responsibility to put the genie back in the bottle. But we know that it is something Dump will never do, as these are the very people that won him the Blight House.
