Apparently the ruling did not decide the larger issues in the case, instead ruling that just for this specific case that the Colorado Civil Rights Commission and the Appeals Court demonstrated a hostility to religion so vacated their decisions. According to Kagan's concurring opinion: "The Court limits its analysis to the reasoning of the state agencies (and Court of Appeals)" (3).
