Dump refuses to enforce Russia sanctions

The Congress overwhelming voted to sanction Russia for their interference in our last election. So now Dump's State Department is refusing to enforce them, saying the legislation is punishment enough, as it will deter Russia from doing it again. Colbert shows the absurdity of this rationalization, especially since the CIA Director said Russia is already involved in the mid-term elections. It's clearly a payback to Russia, with whom Dump and his Dumpsters colluded to win the election while committing treason.
