"Pruitt has repeatedly sued the EPA in an attempt to stop the agency from carrying out its work." He's supported by the fossil fuel industry, questions the science of climate change, and resists science based environmental rules. So Twamp appoints a guy that hates science and the environment to head the EPA? That's some draining there Don the Con. But instead of a metaphorical swamp of scumbags you're draining the literal life-blood of the planet and hence everyone and everything in it.
