Will Benedict Conald declare a national emergency tonight?

He's getting network airtime tonight to give a speech on a national emergency. Conald has claimed that our border is such a security emergency and has said he has not only the power to declare it so but to use military funding to build the wall. Pox's legal expert Napolitano said the Presidunce does not have the legal authority to use that funding in this way, much to the chagrin of the Pox propaganda team. Napolitano also said the solution is a national debate, not holding the government hostage with a shutdown or threatening a national emergency. I though some Pox heads would explode at that point.
