By law, yes. But the special council must be guilty "misconduct, dereliction of duty, incapacity, conflict of interest, or for other good cause." Mueller is obviously not guilty of any of that. Nixon did something like this but it cost him dearly. But Dump has no comprehension of history, or anything else for that matter. So that won't stop him.
