Pelosi keeps the pay-go rule

A rule which progressive Dems have been fighting against. The rule requires that any proposed legislation must include how to pay for it, either by tax increases or budget cuts in other areas. Progressives argue that this will thwart legislation like Medicare For All or the Green New Deal.
