Pocan on paygo

Continuing this post, Rep. Pocan explains that the paygo rule is necessary in the House rules in order for them to have the option of overriding it on specific legislation. He got assurances from House leadership that they would not use the rule to override progressive legislation. He also said without the House rule it would hand over the decision on funding to the Senate and the President.
