See this article. If Zuckerberg really meant this to go to charity he would have set it up like other charities, in a 501(c)(3). Instead he set it up as an LLC whose mission statement includes shaping policy via lobbying. This is prohibited in the 501(c)(3) so this should make clear what his charity is mostly about.This article also shows how it's an income and estate tax avoidance scheme.
