Personal freedom is not absolute

Actually public heath trumps personal freedom in the case of a pandemic. Personal freedoms are not absolute. As an obvious example, the law prevents one from murdering another merely out of freedom of choice. Preventing the killing of others by infecting them with a potentially deadly virus is another legitimate limitation to the freedom.
