Bolton refuses to testify to the House

Schiff explains that they asked him to submit an affidavit under oath to the effect of what he stated previously in his book and Bolton refused. We can only wonder why. He wants to save it to increase sales of his book? That is, after all, more important than law, order and national security it would seem.
