Clinton's updated college tuition plan

See this story where Clinton is now suggesting that a public college education be tuition-free if family income is below $125,000. But it requires that the federal tuition grants are only available if the States put up the other half. As we learned from Obamacare, many of the Republican-controlled States turned it down and they'll do the same with the proposal. So it's really only a half measure that will not be enacted in over half the States. In effect it's theater and nothing else.
