OMB staff worried the order to withhold aid illegal

Continuing this post, Sandy's Congressional testimony was that the OMB order to withhold Ukrainian aid was possibly a violation of a law, as only Congress can take such action to repeal that aid. He suggested getting advice from the Office of Legal Counsel before proceeding. Duffy went over Sandy's head to do it anyway. Two OMB staffers quit over the issue. Duffy's email also asked to keep that order secret, apparently knowing it was illegal. And still the Repugs refuse to have him testify in the Senate trial.
