Be aware of California's rules for voting in a primary. I'm presuming that a
decline-to-state now means no party preference, but it you are NPP you
should check both the the CA Sec. of State and the CA Dem Party long
before you vote.
From the CA Sec. of State:
"For presidential primary
elections: NPP voters will receive a “non-partisan” ballot that does not
include presidential candidates. A nonpartisan ballot contains only
the names of candidates for voter-nominated offices and local
nonpartisan offices and measures. However, NPP voters may vote in a
political party's partisan election if the political party, by party
rule duly noticed to the Secretary of State, authorizes NPP voters to
vote in the next presidential primary election. An NPP voter may request
the ballot of one of the political parties, if any, that authorizes NPP
voters to vote in the presidential primary election."
From the CA Dem Party:
"No person shall be entitled
to vote for a Democratic candidate at a partisan primary election unless
they are:1) a registered Democrat,or 2) registered as a
Decline-to-State who requests a Democratic ballot, and is recorded as
having done so" (62).
